Reconstruction of the Coastal Area
Reconstruction of the Agricultural Area (Farmland Improvement)
To support the resumption of farming in the coastal area, which suffered extensive tsunami damage, efforts were made not only to restore damage such as land subsidence and the destruction of drainage pump stations, but also to consolidate farmland into larger plots to improve productivity.
Under the Land Improvement Project, in which the national and prefectural governments served as implementing bodies, Sendai City facilitated consensus-building with local residents and began phased construction in FY 2013. By FY 2020, approximately 2,000 hectares had been consolidated into large plots.
Farming resumed in FY 2014 on land where production infrastructure had been restored. Improvements in profitability are being achieved through measures such as the incorporation of farming organizations and the consolidation of farmland.

Inland Relocation (Disaster Prevention Collective Relocation Promotion Project)
In addition to constructing or improving a variety of facilities to prevent damage from tsunamis, we are implementing a relocation promotion project for 1,540 households to move from designated disaster risk areas where the land is expected to be inundated over two meters during a tsunami.
Sendai City is acquiring land and developing residential areas at relocated sites as well as subsidizing reconstruction of their home and purchasing their land after they have moved out since FY 2012.

Utilizing Vacated Areas (Collective Relocation Project)
With the aim of creating new appeal and value, the land purchased by Sendai City through the Collective Relocation for Disaster Prevention Project (areas vacated by the Collective Relocation Project) is being leased to motivated citizens and businesses selected through a public call for applications. Independent and creative utilization of the land by the private sector is now advancing steadily.
As of March 2025, 19 businesses had been selected to use 39 plots of land. Facilities such as tourist orchards, dog parks, and multi-purpose complexes (including hot springs and restaurants) have been developed, creating new vibrancy in the area.
