Sendai’s disaster risk reduction strategies are based on the “Sendai Regional Disaster Prevention Plan”, which was developed to protect city residents from all disasters and minimize damage. The plan contains information on what everyone should do, including “self-help” by residents, “mutual aid” by local communities and companies, and “public assistance” by government and related organizations. Following this plan, we have continued to enhance the capacity of local communities for DRR through work unique to Sendai, such as the creation of a community-based evacuation centers operational manual, the formulation of Business Continuity Plans (BCP) and mutual support agreements among the government, private sectors and organizations.
