The 1978 Miyagi-ken-oki earthquake raised the disaster prevention awareness of Sendai citizens, and there has since been great enthusiasm for forming voluntary disaster prevention organizations in the community. Sendai has been establishing supply networks for disaster prevention goods to these organizations since 1980. These voluntary disaster prevention organizations demonstrated the power of mutual aid in the Great East Japan Earthquake, reaffirming its importance. As a result of this, we started training Sendai City Community Disaster Preparedness Leaders (SBL – from Sendai Bosai Leader in Japanese) since 2012 based on an independent curriculum to improve the disaster prevention capacity of each community. SBL provide evacuation guidance and supervise rescue and relief work for local residents when a disaster strikes, and work to create disaster prevention plans and effective training based on the community situation in normal circumstances.
