In documents such as the Sendai City Basic Plan 2021–2030, which functions as the city’s guideline for community development, and the Sendai City Green Basic Plan 2021–2030, which stipulates measures related to greenery, an important resource in Sendai City’s community development, the City presents a vision of sustainable community development that takes advantage of the city’s favorable environment.
Based on the plans above, the City is making efforts in areas such as reducing risks of water damage, which includes enhancing its “green infrastructure”. This is a type of infrastructure that forms the foundation for day-to-day life by making use of nature’s numerous functions, such as filtering of rainwater into the ground and the utilization of green spaces in the city center.
In coastal areas, a key activity has been the planting of trees by citizens to restore the coastal disaster-prevention forests that were destroyed by the tsunami (see p.20 “Furusato no Mori Forest Regeneration Project”). This works to both preserve the coastal ecosystem and to enhance the effectiveness of multiple defenses against future tsunamis.

Furusato-no-Mori Regeneration Project

The Great East Japan Earthquake imparted massive damage to vegetation on the eastern coastline. In order to restore greenery, efforts beyond mass tree-planting, such as dedicating time and care on nurturing and conserving trees, are also requires. As the program that symbolizes the reconstruction of “Sendai City, the City of Trees”, local citizens, NPOs, and companies, etc. combine their resources to regrow coastal disaster-prevention forests and other greenery, with the vision of restoring the previously verdant landscape of the eastern area in order to make the area into a place for people to gather together once more.
