Sendai City Disaster Prevention Plan

In 2013, two years after the disaster, this plan was revised by incorporating additional policies, including “disaster risk reduction” to minimize damage from a disaster, focusing attention on the needs of people requiring assistance during a disaster, and the promotion of gender equality, into the basic policy.

To promote “mutual aid” activities undertaken in local communities, the plan was divided into “Self-help and Mutual Aid” and “Public Assistance” to specifically envisage what kind of activity is required for each party. In this plan, “Self-help and Mutual Aid” describes activities by individual residents and neighborhood associations, and “Public Assistance” describes Sendai city programs.
