The Sendai City Disaster Prevention Plan is the fundamental plan regarding disaster risk reduction in Sendai, and was formed based on the regulations stated in the Basic Act on Disaster Management. It is intended to protect citizens’ lives, bodies and property from all kinds of disasters such as earthquakes and tsunamis, as well as damage from wind or floods.
In 2013, two years after the disaster, this plan was revised by incorporating additional policies, including ‘disaster risk reduction’ to minimize damage from a disaster, focusing attention on the needs of people requiring assistance during a disaster, and the promotion of gender equality, into the basic policy. To promote ‘mutual aid’ activities undertaken in local communities, the plan was divided into ‘Selfhelp and Mutual Aid’ and ‘Public Assistance’ to specifically envisage what kind of activity is required for each party. In this plan, ‘Self-help and Mutual Aid’ describes activities by individual residents and neighborhood associations, and ‘Public Assistance’ describes Sendai City programs.
