2024年10月14日～18日、「アジア太平洋防災閣僚級会議2024」がフィリピン・マニラで開催されました。

この会議は、国連防災機関（UNDRR）が、仙台防災枠組についてアジア太平洋地域における実施状況や推進方策を議論すること等を目的に開催しているものです。

今回の会議では、「2030年を見据えて：災害リスク軽減の加速に向けたアジア太平洋地域の志の強化」をテーマに、現地会場とオンラインでのハイブリッド形式で開催され、5,000人以上が参加しました。

本市からは、郡市長が全体会合の一つに登壇したほか、世界津波博物館会議やイグナイトステージなど複数のプログラムに参加し、世界に向けて防災環境都市づくりの取り組みを共有しました。
また、本市の防災に係る経験や教訓の発信が高く評価され、日本国内で初めて国連防災機関から「MCR2030レジリエンス・ハブ」に認定されました。

全体会合「プレナリー３」における市長の発言内容

全体会合の1つ「プレナリー3」に郡市長が登壇し、自治体が地域の多様な主体と連携しながら防災に取り組むことの重要性などを発信しました。また、会合の最後には、枠組の終期となる2030年に向けた本市からのメッセージを発信しています。

◆ファシリテーターからの質問
How can Sendai's experience to engage many community stakeholders in the city and other cities to strengthen their local DRR strategies and try to make it coherent national and international frameworks?

仙台の経験は、どのようにして市内および他都市の多くの地域関係者を巻き込み、地域の防災戦略を強化し、それを国や国際的な枠組みとの整合させることができるでしょうか。

◆郡市長の回答
The City of Sendai suffered extensive damage in the 2011 (two thousand and eleven) Great East Japan Earthquake. With the warm support from people around the world, we were able to carry out reconstruction efforts with the concept of Build Back Better in mind. Currently, we are working towards building a disaster-resilient city.
We recognize the importance of a system of mutual aid among residents of local communities, and as a local level government with close ties to citizens, efforts are being made to build the capacities of various stakeholders and promote cooperation. Allow me to introduce a few examples.
Training is provided to residents who can act as leaders in their communities. Community leaders are responsible for supporting residents requiring assistance. They can be expected to promote disaster risk reduction awareness during normal times and exercise their leadership skills in times of disaster. Women leaders also play an important role in this initiative. Using the lessons learnt from the Great East Japan Earthquake, we are working on training leaders through workshops and other programs.
Furthermore, the Sendai Symposium for Disaster Risk Reduction and the Future is an annual event that brings together stakeholders who integrate DRR initiatives into their daily lives and share valuable DRR information with the public. In addition to promoting DRR awareness among citizens, this event also serves as a place for participants to network.
Cooperation with academic institutes is also crucial. We worked with the International Research Institute of Disaster Science at Tohoku University to conduct a midterm review of the Sendai Framework for Disaster Risk Reduction. We believe that it is essential to understand the current state of affairs and make effective investments in advance. We believe that cooperation with academic institutes is also crucial.
These initiatives are also submitted to the Sendai Framework Voluntary Commitments online platform, as we continue to share our efforts with the international community.
Local governments work to ensure the daily safety of their communities and play a central role in the first response to disasters. In addition to building disaster-resilient infrastructure, local governments must take proactive steps to prepare every citizen for disasters, cultivate multiple stakeholders, and strengthen networks.

仙台市は、2011年の東日本大震災で大きな被害を受けました。世界の皆さまからの温かいご支援のもと、ビルド・バック・ベターを意識した復興を進めてきました。現在は、災害に強いまちづくりに取り組んでいます。
地域住民による共助の体制も重要であるため、市民に近い存在である地方自治体として、多様なステークホルダーの育成や連携に力を入れています。いくつかの事例をご紹介します。
地域住民のなかでリーダーとして活動する人材の育成を行っています。彼らは、地域に住む要援護者の支援なども担っており、平時の啓発と非常時のリーダーシップで活躍が期待されます。また、当然に、女性のリーダーも重要な存在となります。震災の経験を生かしながら、ワークショップなどのプログラムを通じて、人材育成に取り組んでいます。
さらに、日頃から防災に取り組んでいるステークホルダーが集まり、市民に向けて発信する「仙台防災未来フォーラム」というイベントを継続して開催しています。市民への啓発に加え、参加者同士のつながりを作る場になっています。
学術機関との連携も重要です。仙台市では、東北大学災害科学国際研究所と連携し、仙台防災枠組の中間評価を実施しました。現状を理解し、効果的な事前投資を図っていく視点は重要で、学術機関等との連携が不可欠であると考えます。
これらの本市の取組みは、Sendai Framework Voluntary Commitmentsにも掲載されるなど、国際的な共有にも努めています。
地方自治体は、日頃から地域の安全を守り、災害時には初動対応の中心を担います。
災害に強いハード整備はもちろんのこと、市民一人ひとりが災害に備え、適切に行動できるよう、多様なステークホルダーの育成やネットワークづくりを行うことは、地方自治体にとって大変重要な取り組みであると認識しております。

◆最後に郡市長より2030年に向けたメッセージ
With the goal of enhancing the resilience of our city along with multiple stakeholders, we will continue our leadership efforts as the city where the Sendai Framework was adopted.
Towards 2030, we will further accelerate our efforts to foster a "culture of disaster resilience" in my city, in particular, by doing following two things.
Strengthening enabling environment for the all-of-society engagement in DRR in Sendai City via our various initiatives such as our regular multistakeholder gathering called “Sendai Symposium for Disaster Risk Reduction and the Future” by involving more citizens and more actors to work together.
We have just commenced a development plan of a new memorial center. We will advance the plan and make this facility as a hub for creating a “culture of disaster resilience” in Sendai City. Thank you very much.

これからもステークホルダーとともに地域のレジリエンス強化に向けて、枠組採択都市としてリーダーシップがとれるよう、努力していきたいと思います。 2030年に向けて、特に次の二つのことを通して、「災害レジリエンスの文化」をさらに醸成していきたいと思います。
一つ目は、毎年開催している仙台防災未来フォーラムなどのさまざまなイニシアティブを活用して、さらに多くの市民の参加と協働を促すなど、仙台市での防災への社会全体の関与をさらに強化していきます。
二つ目に、仙台市では新たなメモリアル拠点の整備に着手いたしました。開館に向けて、「災害文化（災害レジリエンスの文化）」醸成のハブとなるような施設となるよう、準備を進めてまいります。
