Evacuation Center Operation Manual

This manual was first created and started being used in 1999. However, the Great East Japan Earthquake provided an opportunity to create a new manual based on the experiences of local people who were involved in running evacuation centers, and those involved with evacuation center facilities. The operation of evacuation centers in the new manual is centered on the local community and is linked to and cooperates with the government to operate the centers. Regional versions of the manuals on operating evacuation centers that reflect the specific circumstances of each community have been created based on this new manual, and are regularly revised.
